The role of the State in micro-finance in Argentina.[Essay] by Olympe Bédier

Olympe Bédier graduated from HEC in 2013, as a Student of the "Quantitative Economics and Finance" specialization program, which is a common program with the Ecole Polytechnique. She as an experience in the financial sector and spent 8 months in the deprived areas of Buenos Aires, where she worked as a consultant in finance and strategy for micro-finance institutions, in the name of Micro Finance Sans Frontières, which is an association of BNP-Paribas.

Over the last 25 years, the Argentinian authorities have played an ambivalent role in the development of micro finance in their country. After having supported microcredit until the economic crisis of the years 2000s, political authorities turned their backs on neoliberalism. They created their own doctrine of a social micro-finance, which developed slowly and under close political influence, so that it could not satisfy more than 10% of the Argentinian needs. This essays traces the theoretical and concrete contribution of the State to the Argentinian micro-finance, in a context of deep financial crisis and ideological upheaval; it also explains the regulatory, human and financial barriers hindering the blossoming of micro-finance institutions, in spite of their high potential.
