Access to Health Care for African Migrants in Israel - Study of Cooperation between the two main actors of the field: the PHR-Israel clinic and the Public Health Clinic[Research paper] by Nastassja Kern

Facing a new phenomenon of African immigration in Israel, and facing the lack of access to health care for the arriving migrants, two clinics are today providing health care services for this population. The first clinic is managed by a non-governmental organization, Physicians for Human Rights-Israel, known for its lobbying campaigns against the government policies concerning access to health care for disadvantaged populations. The second clinic was introduced thanks to an initiative of the Health Ministry that created, as an interim solution, a clinic for migrants mainly run by volunteers. Those two clinics, even though having the same functioning methods and the same objective, don't seem to cooperate. The aim of this research is to understand, in this very particular country, what are the main reasons underlying the lack of cooperation between the two clinics, and to evaluate either or not those reasons are valid in the present context. Leads of reflection about possible ways of cooperation are finally suggested.
