Emergence and consolidation of a norm to define forests : the HCS methodology [Research paper] by Emmanuelle Rica

2015-04-13

The author was part of the Alternative Management third year specialization program in HEC, in 2014. She is today Master's student at the London School of Economic and Political Science, in environment and development.

Palm oil today amounts for 30% of vegetal oil in the world; it is used in the production of a wide range of goods and no substitute has been found. It grows in tropical climates, with serious environmental consequences, in terms of deforestation, global warming etc. These last ten years, several NGOs have vividly criticized multinational corporations, whose suppliers resort to palm oil under non sustainable conditions. Three NGOs have launched the HCS methodology, in order to differentiate forests where it is possible to grow palm trees from those that have to be preserved. Because of the constraining dimension of this methodology, corporations have launched their own, more flexible initiatives. This research project aims at understanding, with a qualitative methodology, made of document analysis tracing negotiations around a definition of forests, actors’ legitimation discourses and how, in fine, a given definition of forest emerge and is consolidated
