The author holds a Master degree in Management at Rouen Business School and a Master degree in Comparative Studies on International Development in Ecole de Hautes Etudes en Sciences Sociales (EHESS). Since 2009 he is a PhD Candidate in Management Sciences at HEC Paris. Eve Chiapello supervises his work, which is about the role of quantification in changes in the normative framework of the Costa Rican Workers’ Bank between 1969 and 2009.

This research is a socio ethnographic description of the Participatory Budget in Porto Alegre, Brazil. First, through the ethnographic observation, I describe the deliberative skills of people participating in the Council of the Participatory Budget (CoP), the main deliberation council for the participatory democracy in Porto Alegre. Second, the research aims at exploring the social trajectories of some people who participate in the COP. We chose to focus on these particular agents because they have been successful in acquiring a representative status and, through their own actions, have claimed the role of community spokesperson. Without entering into a debate on democratic theory, this work aims to develop a comprehensive approach to the participatory democracy in Porto Alegre. Its main purpose is to understand the social conditions that allow people to have a voice within the Participatory Budget.
