Social housing and energy saving in Greater Lyon[Research paper] by Hélène Doutriaux


The author was part of the "Alternative Management" third year program in HEC Paris in 2007/2008.

As part of the building industry, social housing is affected by the decisions made in the environment and energy fields. The increase in the prices of energy has to be prevented by social landlords to secure their tenants creditworthiness, even if social buildings are generally in better condition than private ones. To that end, the construction of buildings with little energy needs and the restoration of existing buildings in order to limit their consumption could be considered. Even though it looks like social landlords begin to feel concerned and are aware of the matter, their contribution to restoring the buildings in Greater Lyon remains timid. Why is that so? The situation can be explained by a combination of structural factors (role of the tenant, financing, and State's withdrawal) with the current economic circumstances (high land prices, lack of experience and technologies).
